Problem Description:

if we merge cells above a cell with border, the merged cell's bottom border appears.

Reproducing Steps:

1. display attached file within the spreadsheet
2. merge 2 cells above the cell with outside border
expected:
merged cell should not have any border.

actual:
merged cell has bottom border
