If there is a overflow cell and its row height is short than it, text of this overflow cell will be exceeded the cell's bound.
This won't be happened on non-overflow cell.

Reproduce:

1. open any file
2. input a long text into A1 and let it overflow
3. reduce the height of row 1 and make it small than A1
4. the A1's text will be exceeded the A1's bound
