border color picker and cell background color picker have different UI

      Reproducing Steps

      1. run a Spreadsheet with toolbar
      2. click border color box, it has 2 modes to choose color
      3. click cell background color box or font color box

      Expected:
      they have 2 modes to choose color.

      Actual:
      They have only 1 mode.
