reproducing steps:

1. load attached file "OperationTest2007.xlsx"

1. switch to sheet1 and select E7 and freeze it
2. export it and load by Excel
3. switch to sheet1, you will see the first 6 rows in excel is 31-36, and if you scroll it, the freeze panel display E37

But normal xlsx files won't occur this issue.
