Once deleting a picture on xlsx format, the exported xlsx file cannot be load by Excel or pictures are incorrect.
Even adding more picture, this issue still happened.
But, if only adding pictures and not delete, the exported xlsx file can be load by Excel correctly.

reproducing step 1:

1. open a empty xlsx file
2. add a picture
3. delete one picture
4. export such file through API
5. load such file by Excel
   • Excel detects it's a wrong file

reproducing step 2:

1. open a empty xlsx file
2. add 2 or more pictures
3. delete anyone of pictures
4. export such file through API
5. load such file by Excel
   • Excel detects it's a wrong file

reproducing step 3:

1. open a empty xlsx file
2. add 2 pictures
3. delete first picture
4. add one picture
5. export such file through API
6. load such file by Excel
   • Excel can load this file, but there will be three pictures.
