      The cell's has weird text when using time format in Chinese environment.

      reproducing steps:

      1. prepare Chinese language environment (including OS and browser)
      2. load the attached file TestFile2007.xlsx
      3. switch to sheet cell-data
        • the cell F2 has weird text "6:12 下M" but RAW value is "0.7583333333333333"
