Problem Description:

Excel 2007 will keep the picture lean on the border of the cell area. A picture should not be allowed to move out of cell area. If you move a picture out of left border, it will still lean on the left border and will not exceed it.

Reproducing Steps:

1. display the attached file within Spreadsheet
2. move a picture out of the top border of the cell area

Expected:
The moved picture is still inside the cell area.

Actual:
The moved picture exceed the cell area's border.
