When you move a chart, it should become selected

      Problem Description:

      In Excel 2007, when you move a chart, the chart should become selected.

      Reproducing Steps:

      1. display the attached file within Spreadsheet
      2. move a chart

      Expected:
      the moved chart should be selected.

      Actual:
      the moved chart is not selected.
