Problem Description:

a chart doesn't shrink its size when deleting rows or columns it overlaps

Reproducing Steps:

1. display the attached file within Spreadsheet.
2. delete one row covered by a chart, e.g. row 52

Expected:
the chart shrinks its height for one row.

Actual:
the chart's height doesn't change.
