An editable cell in a protected sheet cannot be edited

      Problem Description:

      An editable cell in a protected sheet cannot be edited.
      1. use "Allow Users to Edit Ranges" to set a specific cell as editable
      2. click "Protect Sheet" to lock whole sheet. Now, only the cell we allow in last step is editable.
      3. When displaying in spreadsheet, the editable cell is still not editable.

      Reproducing Steps:

      use the sheet named "sheet-protection" in attached excel to reproduce it.
