Odd..some of these zips for 3.1.1 won't extract normally using my Mac's archive utility. The old ones do. From the command line I was able to unzip them.. but when I tried to upload the jars in the dist dir to artifactory, artifactory didn't even recognize it as a jar. Something definitely seems to be different about the way this 3.1.1 release of spring-core and spring-webflow is bundled.
