Expose scrollablePlotArea and resetZoomButton of a chart

User Story

As a developer, I want to modify scrollablePlotArea and resetZoomButton so that both configurations can be tweak by Java API.

Acceptance Criteria

describe the final result from the owner's point of view to be counted as completed

Expose setter/getter.
