Datebox show different time when running with -Duser.timezone="America/Mexico_City"

      Steps to Reproduce

      1. run the zul with JDK 1.8.0_361 or above
      2. check the time in java system date and datebox

      Current Result

      there is 1-hour difference

      Expected Result

      no difference

      Debug Information

      • if you run it with java 1.8 144, there is no difference
      • In older java, the offset is different for "America/Mexico_City"
        • java 1.8 144, GMT-5
        • java 1.8 362, GMT-6
      • the offset in moment.js for "America/Mexico_City" is GMT-5. It mismatches with java's
