Frozen start="1" not working properly at the beginning

      Steps to Reproduce

      https://zkfiddle.org/sample/1d5tdff/1-frozen-start-issue

      run the fiddle with 9.5.0.1 and see the horizontal scrollbar

      Current Result

      9.5.0.1 : you will see getStart() return 1 but the horizontal scrollbar at 0, once you scroll(vertical or horizontal) the value will sync.

      Expected Result

      9.1.0 : working properly at the beginning
