Listbox doesn't keep its height when specifying "rows" attribute

      Steps to Reproduce

      1. run the same example in ZK-4583
      2. search with "nis" as keyword

      Current Result

      listbox height becomes 2 -items high.

      Expected Result

      because of rows="3"
      listbox height should keep 3-items high no matter how many items it display

      Debug Information

      • 8.6.0 has no such bug

      Workaround

      • use "height"
