Window resizer does not work if child components fully use window area, because resizer client logic requires mouse hover on own component (evt.target == this). Panel resizer works different and allows borderless design! Btw: I do not really understand why there is different code for window and panel?! Some panel features (like footer) would be very interesting for windows too!
