A panel border disappears inside a portallayout after resizing it

      steps to reproduce

      1. load the attached zul
      2. reduce the width of the left-top panel which contains a calendar by 10px

      current result

      the panel's border is missing so users can't resize its width again. No way to restore it.

      expected result

      a panel's border still exists
