sometimes a tab label is changed, causing a resize of the <tab> and eventually requiring to make all the tabs scrollable

as the example shows this works fine when the first label is updated
but when another label is updated the scoll controls don't appear causing a line break of the tabs

in addition even when it works as in case 1 this causes an ugly flickering in chrome
