Previously, a theme is only associated with an identifying name, a name used for displaying purposes, and a priority to help the web application decides which theme to use when no specific or no preferred theme is specified.

But, a theme could be associated with certain information like file urls to include/exclude, or the user/group authorized to use this theme, etc. Those extra information could be utilized to customize theme processing.
