failed to resize a chart after scrolling down a sheet

      Steps to Reproduce

      1. scroll down to make row 10 the 1st visible row
      2. enlarge the chart by dragging its bottom border

      Current Result

      the chart's height shrinks

      Expected Result

      the chart's height becomes higher

      Debug Information

      • any resize (enlarge or shrink) will produce an unexpected size
      • if you don't scroll down the sheet, this bug doesn't happen.
      • scrolling a sheet right also produces a similar bug
