      Steps to Reproduce

      open the following TestFile2013.xlsx
      the column size should not consider rotation
      also, the spec is that
      "In best fit cases, column width must not be made smaller, only larger"

      Current Result

      H column is much bigger

      Expected Result

      should ignore rotation
