Steps to reproduce

1. import keikai-744.xlsx
2. Scroll down the sheet to make the first row containing the chart become the first visible row
3. drag the chart to row 40 or below

Current Result

the chart always moves back to the original position after dropping it

Expected Result

chart is moved to the dragged position
