cannot open a cell's filter dropdown when the cell is selected in a frozen sheet

      Steps to Reproduce

      1. import keikai-705.xlsx
      2. select B1
      3. click the arrow icon to open the filter dropdown

      Current Result

      it doesn't open

      Expected Result

      it should open

      Debug Information

      • if you don't select B1, you can open the filter dropdown
      • clicking A1 has no such a bug
