      Steps to Reproduce

      1. import keikai-535-bold.xlsx with 5.9.0.FL.20211229-Eval
      2. enter any character at B1
      or resize the height of row 1

      Current Result

      row 3 changes its height

      Expected Result

      row 3 should keep its height unchanged
