      User story

      As an end-user, I want to specify a formula that references a cell of another sheet in a conditional formatting
      e.g. =source!$A$2<>source!$A$3

      Current Result

      An end-user can only specify a formula that references a cell in the same sheet e.g. =$A$2<>$A$3

      Workaround

      use named range
      =value1<>value2
      value1 is source!$A$2
