User Story
As an application developer, when I call focusTo(49, 10), I want row 50 to be at top or bottom of a sheet depending on the global setting.

Details
The current behavior is: show the focused cell to the bottom of the sheet.
a library property to determine the position of the focused cell:
io.keikai.focus.cell.position
accepted value:
- bottom (default)
- top
