Steps to Reproduce

1. run keikai-demo, visit http://localhost:8080/keikai-demo/workflow
2. enter as Employee, submit an application for leave
3. enter as Supervisor, view the only submission
4. shrink your browser window's height to produce the vertical scrollbar

5. scroll down to the bottom of the sheet

Current Result

the 12th row shrinks its height suddenly

Expected Result

the 12th row's height is unchanged

Debug Information

• this issue also happens with 5.1.0.FL.20200220-Eval
• if the browser height is large enough and no need to scroll down. the issue doesn't happen
• when scrolling down, row header resize event is fired
