Protecting only selected rows or columns protect ALL empty cells

      Expected: Protected rows/columns should only protect cells from those rows/columns
      Actual: Protecting few rows or columns protects all empty cells from any other rows/columns as well.
      Use the attached xlsx file. Only column C and D are protected. However you can edit any empty cell outside those C and D columns.
