Reproducing Steps:

also happen on firefox.
1. open zss.test/display2003.zul
2. select the sheet ""cell-text"", click border button to open popup menu
3. enable protection of current sheet

Expected:
all buttons should be disabled except "protect"
Actual:
some toolbar buttons are not disabled. (although they don't respond to clicking)
sheet bar is still disabled.

4. disable protection

Actual:
some toolbar buttons are still in disabled status, but they respond to clicking.
