Use case description

Please refer to the attached file. There are multiple tables in a sheet. One table's header starts from a larger row e.g. row 77 ~ 86, so users want to

1. freeze row 77 ~ 86, column A ~ B
2. make the first visible row as row 77 and cannot scroll back
3. When opening such file each time, zss can scroll to frozen row and make its first row as the first visible row of that sheet

Steps to reproduce:

1. run zssapp
2. select cell Z30
3. freeze rows and columns
Result:
Scrollable area is not visible.
Shift into scrollable area is not possible.
Expected behavior:
Scrollable area is visible after freeze pane.

workaround

1. hide previous rows
2. split the table in the middle of the sheet into another sheet
