spinner doesn't prevent users from violating its constraint

      Steps to Reproduce

      1. run <spinner constraint="min 1" onChange=""/>
      2. decrease the value with down arrow button to be smaller than 1

      Current Result

      Expected Result

      prevent users from decreasing the value smaller than 1
