A client desired to have fixed/pinned tabs in a tabbox combined with scrolling tabs when there are too many
so it would be a nice feature to enable the following scenario in ascii art:

tabs flagged as pinned should be fixed on the left, while the other remaining tabs would be scrolling as now.
