A text should overflow but not if such cell is out of current visible cells range

      reproducing steps:

      1. load the attached Excel file (overflow.xlsx)
      2. scroll to AZ:1 cell
      3. the cell's text should overflow but not
      4. resize the column header next to such cell ex. BA or BB
      5. AZ:1 cell's text will overflow correctly
