I am trying to show notification inside floating bar

• floating is made by JS library jquery.sticky.js (https://github.com/garand/sticky/blob/master/jquery.sticky.js)
• when bar is not floating, notification is shown
• when you scroll down, notification is not shown

Can somebody tell me, why the notification is not shown?
Is this a bug?
